A family member of an EU citizen may be:
a spouse or registered partner
a parent, if it involves an EU citizen under the age of 21 who is actually caring for them
an offspring under the age of 21 or offspring of the spouse of the EU citizen under the age of 21
an offspring or parent or the offspring or parent of the spouse of the EU citizen, if, due to satisfying their basic needs, they are dependent on the subsistence or other needed care provided by the EU citizen or their spouse or were dependent immediately before entering the country of which they are a citizen or in the country in which they were authorized to reside.
Family members of an EU citizen may also be foreign national who demonstrates that:
they lived with the EU citizen in the same household in the country where they are a citizen or in the country where they had a residence permit prior to entering the Czech Republic
due to satisfying their basic needs, they are dependent on the subsistence or other needed care provided by the EU citizen or were dependent immediately before entering the country of which they are a citizen or in the country in which they were authorized to reside
for serious health reasons, they are not capable of taking care of themselves without the care of the EU citizen
they have a permanent partnership with the EU citizen that is not marriage and they live together in the same household; when assessing the permanency of the partnership, the nature, stability, and intensity of the relationship are taken into consideration.
From the standpoint of the Employment Act, a family member of an EU citizen has the same legal status as a Czech citizen. Thus, no authorization for being an employee is needed.
